There seems to be a growing number of orders for the C-17 around the globe. So far the U.K., Canada, Australia, the United Arab Emirates, and Qatar have them in their air forces. India has just ordered them, with deliveries expected in 2013.

You are not quite correct. At the end of the main straight after turn one, the course goes around the bottom half of the fountain as you have it, except it then continues on straight to make 2 right handers around the parking structure (note the red and white rumble strips or curbing). There it rejoins Ocean Blvd. heading the opposite direction and then makes a Left where you have it.
